This could be a key used to one of the other messages, or a physical key to the chests. The encryption system wasn't as complicated as his cryptic messages themselves.
There are two other unsolved encryptions referenced in the book. One seems similar to the aforementioned above, and the last one is strictly numerical. Perhaps coordinates, or pace markings to the chests. I can only speculate.
